<p>After a brief setback in December, the Pending Home Sales Index <a title="Pending Home Sales Index January 2012" href="http://www.realtor.org/wps/wcm/connect/2bcff5804a48dd4f8dd3ff7f116f4bb7/PHS1201.pdf?MOD=AJPERES&amp;CACHEID=2bcff5804a48dd4f8dd3ff7f116f4bb7" target="_blank">resumed its climb</a> in January, posting a 2 percent gain over the month prior.</p>
<p>The data puts pressure on Olympia home buyers. This is because a &#8220;pending home&#8221; is a home that&#8217;s under contract to sell, but has not yet sold. It&#8217;s tracked by the National Association of REALTORS® and, among all housing statistics, it&#8217;s the only one that&#8217;s &#8220;forward-looking&#8221;.</p>
<p>The Pending Home Sales Index is important to home buyers throughout Washington State because 80% of homes under contract to sell close within 60 days of contract. In this way, the Pending Home Sales Index forecasts the housing market 1-2 months into the future.</p>
<p>This is very different from how NAR&#8217;s Existing Home Sales report works; or, how the Census Bureau&#8217;s New Home Sales report works. These two metrics tell us what&#8217;s already happened in housing.</p>
<p>By contrast, the Pending Home Sales Index tells us what&#8217;s coming next.</p>
<p>January&#8217;s Pending Home Sales Index reading lifts the monthly metric to its highest level since April 2010 &#8212; the month during which the 2010 federal home buyer tax credit expired &#8212; foreshadowing a strong housing market through March and April 2012, at least.</p>
<p>This should not be news, of course. The nation&#8217;s home builders have said &#8220;foot traffic&#8221; is rising and home supplies are scarce nationwide. The only wild-card for housing is the high contract cancellation rate.</p>
<p>As compared to last January when just 9 percent of home purchase contracts &#8220;failed&#8221;, this January saw<a title="Existing Home Sales Jan 2012" href="http://www.realtor.org/press_room/news_releases/2012/02/ehs_jan" target="_blank"> 33 percent of contracts</a> fail. High failure rates undermine the Pending Home Sales Index&#8217;s viability as a forward-looking housing market indicator.</p>
<p>Despite contract failures, though, the combination of low mortgage rates and low home prices is enticing to today&#8217;s home buyers. Expect home sales to climb in the coming weeks which will lead to a strong spring season for housing.</p>

<p>If you&#8217;re waiting for home prices to reach its bottom, you may have missed your window.</p>
<p>After 3 consecutive months of easing, the Pending Home Sales Index <a title="Pending Home Sales July 2011" href="http://www.realtor.org/press_room/news_releases/2011/08/phs_july" target="_blank">jumped 10 percent in October</a>, lending credence to the belief that housing is in recovery.</p>
<p>The Pending Home Sales Index is a monthly publication from the National Association of REALTORS®. It measures the number of homes under contract to sell nationwide. October&#8217;s reading is the highest for all of 2011, and the second-highest dating back to April 2010.</p>
<p>April 2010 was the last month of the last year&#8217;s federal home buyer tax credit.</p>
<p>For buyers and sellers in Olympia and nationwide, the Pending Home Sales Index is a housing metric worth watching. Different from the Existing Home Sales and New Home Sales reports which report on &#8220;the past&#8221;, the Pending Home Sales Index is a forward-looking housing market indicator.</p>
<p>According to the National Association of REALTORS®, 80% of homes under contract <a title="Pending Home Sales methodology" href="http://www.realtor.org/research/research/phsbackground" target="_blank">close within 2 months</a>.</p>
<p>The majority of the rest close within Months 3 and 4.</p>
<p>The spike in October&#8217;s Pending Home Sales Index, therefore, foretells a strong Existing Home Sales report for November and December. Not that we should be surprised! Home builders have been telling us for weeks that <a title="Homebuilder confidence rising quickly" href="http://www.nahb.org/news_details.aspx?sectionID=122&amp;newsID=14026" target="_blank">the market is strengthening</a>, and that home supplies are <a title="Existing Home Sales October 2011" href="http://realtors.org/press_room/news_releases/2011/11/ehs_oct" target="_blank">at multi-year lows</a>.</p>
<p>The only wild-card is the market&#8217;s out-sized contract failure rate. One in three pending home sales failed to close in October &#8212; nearly double the rate of the month prior and 4 times the rate of October 2010. Should this high failure rate continue, the Pending Home Sales Index&#8217;s role as a forward-looking indicator would be muted.</p>
<p>Overall, though, new buyer demand for housing accompanied a smaller home supply will result in higher home prices through 2012. And, with mortgage rates expected to rise, monthly carrying costs will be higher, too.</p>
<p>Looking at the data, the best time to buy a home may be right now.</p>

<p>According to the National Association of REALTORS®, the Pending Home Sales Index <a title="Pending Home Sales Index" href="http://www.realtor.org/press_room/news_releases/2011/10/phs_sept" target="_blank">fell 5 percent</a> last month. September marks the fourth consecutive month in which the index has dropped.</p>
<p>The Pending Home Sales Index is a monthly index which measures the number of homes under contract to sell, but not yet closed. As such, it&#8217;s among the few &#8220;forward-looking&#8221; housing indicators; a data set meant to predict future home sales.</p>
<p>80% of homes under contract close within 2 months so, if the September Pending Home Sales Index is to be believed, we should expect home sales to decline through October and November.</p>
<p>And that&#8217;s <em>before</em> we account for cancelled contracts.</p>
<p>Also from the National Association of REALTORS®, we learn that <a title="Existing Home Sales report" href="http://realtors.org/press_room/news_releases/2011/10/ehs_sept" target="_blank">18 percent of homes</a> under contract failed to close in September. This is double the failure rate from September 2010 and it, too, should drag Existing Home Sales volume lower this fall.</p>
<p>On a seasonally-adjusted, regional basis, the Pending Home Sales Index fell everywhere.</p>
<ul>
<li>Northeast Region: -4.7% from August</li>
<li>Midwest Region : -6.2% from August</li>
<li>South Region : -5.5% from August</li>
<li>West Region : -2.1% from August</li>
</ul>
<p>For home buyers and sellers in Olympia , though, regional data remains too broad to be useful. Housing markets are local, meaning that each block on each street on each city has its own distinct economy. When 9 states are grouped into a single &#8220;region&#8221;, it&#8217;s neither helpful nor relevant to people making buy/sell decisions.</p>
<p>That said, the Pending Home Sales Index remains important because it&#8217;s about housing, and housing is a keystone of the U.S. economic recovery.</p>
<p>The market looks ideal for buyers. Home prices are rising, but slowly; and mortgage rates remain near rock-bottom levels. Home affordability is high and should remain that way for the next few weeks.</p>
<p>If you&#8217;re shopping for a home, it&#8217;s an excellent time to go under contract.</p>

<p>On a seasonally-adjusted basis, the Pending Home Sales Index rose 2 percent last month to reach its highest level since March.</p>
<p>A &#8220;pending home sale&#8221; is a home under contract to sell, but not yet closed.</p>
<p>The forward-looking Pending Home Sales Index is up 11 percent from its low of the year, according to the National Association of REALTORS®, and well ahead of its rolling 6-month average.</p>
<p>Unfortunately, national data isn&#8217;t always helpful for buyers and sellers in Olympia and nationwide. To help make data more relevant, therefore, the official Pending Home Sales Index report includes <a title="Region-by-Region Pending Home Sales June 2011" href="http://www.realtor.org/wps/wcm/connect/45e29c8047bdd863a967e993a9f011da/PHS1106.pdf?MOD=AJPERES&amp;CACHEID=45e29c8047bdd863a967e993a9f011da" target="_blank">a region-by-region breakdown</a>.</p>
<p>Between May and June 2011, results were mixed:</p>
<ul>
<li>Northeast Region: -0.4%</li>
<li>Midwest Region : -3.7%</li>
<li>South Region : +4.4%</li>
<li>West Region : +6.4%</li>
</ul>
<p>However, even the value of regional data may be dubious.</p>
<p>The West Region, for example, which showed big gains in June, is comprised of multiple states containing thousands of cities and towns. Some of those areas outperformed the region, and some of them underperformed. The Pending Home Sales Index doesn&#8217;t show which towns did which. It can&#8217;t.</p>
<p>For everyday buyers and sellers in Thurston County , it&#8217;s the local data that matters.</p>
<p>The Pending Home Sales Index shows that more contracts were written in June than in April or May &#8212; a good sign for housing overall. And because 80% of all contracts close within 60 days, we can expect the summer&#8217;s home resale activity to be high.</p>
<p>This leads home prices higher.</p>
<p>With mortgage rates low and home sales spiking, now may be the best time to buy a home in 2011. Home prices appear to be rising and mortgage rates should, too.</p>

<p>According to data from the National Association of REALTORS®, the Pending Home Sales Index smashed analyst expectations, <a title="Pending Home Sales data" href="http://www.realtor.org/wps/wcm/connect/ac5677804764d6319a60bbaa3b85ca9a/PHS1105.pdf?MOD=AJPERES&amp;CACHEID=ac5677804764d6319a60bbaa3b85ca9a" target="_blank">jumping 8 percent</a> on a monthly basis in May.</p>
<p>Wall Street calls were for an increase of just 0.5 percent.</p>
<p>It was a surprise result that, coupled with the recent stronger-than-expected New Home Sales and Existing Home Sales readings, has sparked housing market optimism in Washington State and nationwide.</p>
<p>The biggest reason for the optimism is because of what the Pending Home Sales Index measures.</p>
<p>In contrast to &#8220;traditional&#8221; housing data which reports on how housing performed two months ago, for example, the Pending Home Sales Index is a forward-looking indicator; a predictor of future market activity based on freshly-written contracts between buyers and sellers.</p>
<p>In other words, the Pending Home Sales Index looks ahead &#8212; not back. This is reflected <a title="Pending Home Sales methodology" href="http://www.realtor.org/research/research/phsbackground" target="_blank">in its methodology</a> which states that 80% of homes under contract close within 2 months, and a large percentage of the rest close within Months 3 and 4.</p>
<p>Because May&#8217;s Pending Home Sales Index rose sharply, therefore, we can expect similar jumps in the Existing Home Sales figures of June and July.</p>
<p>For housing and home prices, this is a positive but the gains won&#8217;t apply to each home equally. The Pending Home Sales Index is still a national report for a market built on local sales. What&#8217;s happening on your particular street in your particular neighborhood may not reflect what&#8217;s happening somewhere else.</p>

<p>Hurt by foul weather and a soft market, the Pending Home Sales Index <a title="Pending Home Sales April 2011" href="http://www.realtor.org/press_room/news_releases/2011/05/gains_drop" target="_blank">plunged 12 percent</a> in April.</p>
<p>The monthly index is published by the National Association of REALTORS® and measures the number of homes on which new contracts have been written.</p>
<p>It&#8217;s the association&#8217;s lone &#8220;forward-looking&#8221; report; meant to predict future, closed home sales. 80% of homes under contract close within 2 months.</p>
<p>Therefore, if the April Pending Home Sales Index is accurate, we should expect home sales to decline through June and July.</p>
<p>On a regional basis, &#8220;pending homes&#8221; varied. The Northeast Region posted growth. <a title="Regional Pending Home Sales Index" href="http://www.realtor.org/wps/wcm/connect/752e6b8046ff60c3b75ebf0e6e9f088e/PHS1104.pdf?MOD=AJPERES&amp;CACHEID=752e6b8046ff60c3b75ebf0e6e9f088e" target="_blank">None others did</a>.</p>
<ul>
<li>Northeast Region: +1.7% from March</li>
<li>Midwest Region : -10.4% from March</li>
<li>South Region : -17.2% from March</li>
<li>West Region : -8.9% from March</li>
</ul>
<p>But even regional data remains too broad to be useful to everyday buyers and sellers in the Tumwater market. Housing is local and that means that each block, of each street, in each city has its own market and economy. Grouping 9 states into a single &#8220;region&#8221; is neither helpful nor relevant.</p>
<p>That said, we can&#8217;t ignore the data in its entirety.</p>
<p>Housing is believed to be a key component in the nation&#8217;s economic recovery. Fewer home sales will retard growth, and slower growth leads mortgage rates down.</p>
<p>Home Affordability hit record-highs last quarter, and should do the same in this one. Homes now sell at discounts to prior prices and mortgage financing is cheap. Buyers tend to be drawn to favorable markets such as this, and that will pressure home prices higher.</p>
<p>If you&#8217;re in the market for a home today, conditions look good. Talk to your real estate agent to gauge your options.</p>

<p>A &#8220;pending home sale&#8221; is a home under contract to sell, but not yet closed.</p>
<p>The Pending Home Sales Index rose 5 percent in March, posting its second-highest reading since April 2010. Not coincidentally, that month marked the expiration of last year&#8217;s federal home buyer tax credit.</p>
<p>Home buyers and sellers in Lacey would do well to watch the Pending Home Sales Index each month. This is because &#8212; unlike most government and private data &#8212; the Pending Home Sales Index is a &#8220;forward-looking&#8221; indicator.</p>
<p>Because 80% of &#8220;pending&#8221; homes close within 2 months, and <a title="PHSI Methodology" href="http://www.realtor.org/research/research/phsbackground" target="_blank">a significant share</a> of the rest close within months 3 and 4, the Pending Home Sales Index tends to correlate to future strength (or weakness) in housing.</p>
<p>The Pending Home Sales Index, in other words, is an excellent precursor to the Existing Home Sales report, issued monthly.</p>
<p>By region, the <a title="Pending Home Sales Index March 2011" href="http://www.realtor.org/ro/research/301513483462dbecde40849c573c0277/phs1103.pdf" target="_blank">Pending Home Sales Index varied</a> last month.</p>
<ul>
<li>Northeast : -3.2% from February</li>
<li>Southeast : +10.3% from February</li>
<li>Midwest : +3.0% from February</li>
<li>West : +3.1% from February</li>
</ul>
<p>All 4 regions were worse from a year ago.</p>
<p>As with everything in housing, however, we must remember that real estate is neither national, nor regional. It&#8217;s local. Sales volume may be higher in areas like the Midwest, but that doesn&#8217;t mean that <em>all</em> Midwest markets are experiencing similar gains, if any gains at all.</p>
<p>To get local real estate data for Thurston County, for example , talk to a real estate agent that specializes in that area. It&#8217;s the best way to know what&#8217;s happening on the street level.</p>

<p>On a seasonally-adjusted basis, the Pending Home Sales Index <a title="Pending Home Sales Index February 2011" href="http://www.realtor.org/press_room/news_releases/2011/03/pending_feb_rise" target="_blank">rose 2 percent last month</a>, according to the National Association of REALTORS®. A &#8220;pending home sale&#8221; is defined as a home under contract to sell, but not yet closed.</p>
<p>February&#8217;s Pending Home Sales Index rebound breaks a 2-month losing streak, and reverses the recent downward momentum in housing. Both <a title="Existing Home Sales data February 2011" href="http://www.realtor.org/press_room/news_releases/2011/03/feb_decline" target="_blank">Existing Home Sales</a> and <a title="New Home Sales report" href="http://www.census.gov/const/newressales.pdf" target="_blank">New Home Sales</a> volume showed a sizable loss last month. </p>
<p>For buyers and sellers of real estate in Lacey , the Pending Home Sales Index is of particular import. It&#8217;s one of the few forward-looking indicators in housing, and February&#8217;s data suggests a stronger spring season than was the winter.</p>
<p>Region-by-region, <a title="Pending Home Sales Index data" href="http://www.realtor.org/wps/wcm/connect/1f0572004641a5f9b471bdce195c5fb4/PHS1102.pdf?MOD=AJPERES&amp;CACHEID=1f0572004641a5f9b471bdce195c5fb4" target="_blank">Pending Home Sales data varied</a>:</p>
<ul>
<li>Northeast Region: -10.9%</li>
<li>Midwest Region : +4.0%</li>
<li>South Region : +2.7%</li>
<li>West Region : +7.0%</li>
</ul>
<p>3 of 4 regions showed marked improvement, which is good for housing. In the fourth &#8212; New England &#8212; it&#8217;s likely that inclement weather hampered results.</p>
<p>February was colder-than-normal and the month capped <a title="New England storms Winter 2011" href="http://www.umass.edu/newsoffice/newsreleases/articles/124623.php" target="_blank">a record-breaking snowfall season</a> for the region. Anecdotally, fewer homes are sold in the cold-and-snow of winter and it&#8217;s likely that the weather affected local housing markets.</p>
<p>Looking to March and April, therefore, we should expect Existing Home Sales data to rebound. This is because 80% of &#8220;pending&#8221; homes close within 60 days, and because improving weather should release pent-up demand for housing.</p>
<p>More sales plus higher home demand tends to lead home prices higher. If you&#8217;re in the market for a new home, consider that your best negotiation leverage comes in a weak market. As the seasons turn, your leverage looks poised to slip.</p>
<p>The best time to buy this year may be right now.</p>

<p><img style="float: right; margin-left: 10px; margin-right: 10px;" title="New Home Supply (Dec 2009 - Dec 2010)" src="http://bringtheblog.com/i/new-home-supply-201012.png" alt="New Home Supply (Dec 2009 - Dec 2010)" width="216" height="302" />Sales of new homes rose sharply in December, posting a <a title="New Home Sales data" href="http://www.census.gov/const/newressales.pdf" target="_blank">17.5 percent gain</a> from the month prior.</p>
<p>According to the Department of Housing and Urban Development, New Home Sales climbed to 329,000 in December, besting November by close to 50,000 units on a seasonally-adjusted annual basis.</p>
<p>Last month&#8217;s reading is an 8-month high for New Home Sales, and the latest in a series of signals that housing is improving in Lacey and around the country.</p>
<p>Note that December&#8217;s Existing Homes Sales and Building Permits reports <em>also</em> showed marked gains last month, climbing <a title="Existing Home Sales December 2010" href="http://www.realtor.org/press_room/news_releases/2011/01/sharp_rise" target="_blank">12 percent</a> and <a title="Building Permits December 2010" href="http://www.census.gov/const/newresconst.pdf" target="_blank">6 percent</a>, respectively.</p>
<p>Furthermore, an interesting pattern is emerging in the price points of home sales. The highest levels of relative growth are occurring within the &#8220;move-up buyer&#8221; segments. Entry-level price points are lagging the market, as a whole.</p>
<p>December&#8217;s New Home Sales data breaks down by price point as follows:</p>
<ul>
<li>Homes under $200,000 : 36% of the market (-9% from November)</li>
<li>Homes between $200,000-$299,999 : 32% of the market (+7% from November)</li>
<li>Homes between $300,000-$499,999 : 27% of the market (+7% from November)</li>
</ul>
<p>Luxury homes accounted for less than 5% of the newly-built home market, suggesting that Washington State homeowners are either not &#8220;buying new&#8221; as frequently, or are choosing to renovate their existing properties instead.</p>
<p>The 2010 housing market finished on a tear, and that momentum is carrying forward into 2011. Expect the spring season to show strongly, putting pressure on home prices to rise.</p>
<p>Coupled with rising mortgage rates, the long-term cost of homeownership is unlikely to be as low as it is today.</p>

<p>According to the National Association of REALTORS®, November&#8217;s Pending Home Sales Index gained 3 percent from October. A &#8220;pending home sale&#8221; is a home under contract but not yet closed. </p>
<p>The index is now at <a title="Pending Home Sales data" href="http://www.realtor.org/wps/wcm/connect/509661004539423c9ed0be0d0dd423ff/PHS1011.pdf?MOD=AJPERES&amp;CACHEID=509661004539423c9ed0be0d0dd423ff" target="_blank">its highest point</a> since April 2010&#8242;s federal tax credit contract expiration deadline.</p>
<p>If the tax credit really did &#8220;borrow&#8221; sales from the summer months, <a title="Tax credit story on Reuters" href="http://www.reuters.com/article/idUSTRE65T25J20100630" target="_blank">as has been theorized</a>, housing has rebuilt its foundation. </p>
<p>We know this because, of all the housing data available to Lacey  homeowners and home buyers, the Pending Home Sales Index stands apart as a forward-looking report &#8212; its designed purpose as described <a title="Pending Home Sales Index methodology" href="http://www.realtor.org/research/research/phsbackground" target="_blank">in its methodology</a>.</p>
<p>Because 80% of all homes under contract close within 60 days, and a statistically significant share of the rest close within months 3 and 4, the Pending Home Sales Index is an excellent predictor of future Existing Home Sales data.</p>
<p>This is in contrast to the New Home Sales data and Case-Shiller Index, as examples, which both describe the real estate market as it existed two months in the past. The Pending Home Sales Index reports on housing as it exists right now. We should expect January&#8217;s Existing Home Sales report, therefore, to show marked strength, consistent with a housing market recovery.</p>
<p>The downside of the Pending Home Sales Index is that it&#8217;s a national report and real estate is not sold nationally &#8212; it&#8217;s sold locally. To get a feel for your home market and how it&#8217;s faring, talk to a licensed real estate agent with access to local home sale data. </p>
<p>If pending sales data is available, so much the better. Forward-looking figures can be more helpful than data that&#8217;s already old.</p>
