<p>According to the National Association of REALTORS®, March 2012 Existing Home Sales <a title="Existing Home Sales report March 2012" href="http://www.realtor.org/news-releases/2012/04/existing-home-sales-decline-in-march-but-inventory-down-prices-stabilizing" target="_blank">fell to 4.48 million units</a> on a seasonally-adjusted annualized basis &#8212; a 3 percent drop from February.</p>
<p>An &#8220;existing home&#8221; is a home that&#8217;s been previously occupied or owned.</p>
<p>The weaker-than-expected Existing Home Sales data is the third such housing report this month to suggest a lull in the spring housing market. Earlier this week, homebuilder confidence slipped for the first time in three months and March Single-Family Housing Starts fell, too.</p>
<p>The news wasn&#8217;t entirely bad for home resales, however. Although total home units sold decreased, so did the number of homes available for sale. There were just <a title="EHS data" href="http://www.realtor.org/sites/default/files/reports/2012/embargoes/2012-03-ehs-abe0d17be30816ab5d4c729a47c08ead/ehs-03-2012-overview-2012-04-19.pdf" target="_blank">2.37 million homes for sale</a> nationwide in March, a 2 percent drop from the month prior.</p>
<p>At the current pace of sales, therefore, the entire nation&#8217;s home resale stock would &#8220;sell out&#8221; in 6.3 months. This is the second-fastest pace since the housing market&#8217;s April 2007 peak.</p>
<p>A 6-month supply is widely believed to represent a market in balance between buyers and sellers.</p>
<p>The March Existing Home Sales data shows that &#8212; despite <a title="Freddie Mac mortgage rates" href="http://freddiemac.com/pmms" target="_blank">record-low mortgage rates</a> nationwide &#8211; buyer activity in Lacey is slowing, and seller activity may be slowing, too.</p>
<p>So long as the two forces remain in balance, home prices should do the same. This is the law of Supply and Demand at work.</p>
<p>However, if home sales continue to slide and home inventory builds, buyers may find themselves with an edge in negotiations.</p>
<p>If you&#8217;re planning to buy a home in 2012, the long-term housing trend is still toward recovery. This season may be a good time to look at your options. Talk to your real estate agent to see what&#8217;s available. Low mortgage rates may persist, but low home prices may not.</p>

<p>Recent data suggests that the U.S. housing market is in recovery. However, the data also shows this to be an uneven recovery.</p>
<p>According to the monthly S&amp;P/Case-Shiller Index, for example, home values rose <a title="Case-Shiller January 2012" href="http://www.standardandpoors.com/servlet/BlobServer?blobheadername3=MDT-Type&amp;blobcol=urldocumentfile&amp;blobtable=SPComSecureDocument&amp;blobheadervalue2=inline%3B+filename%3Ddownload.pdf&amp;blobheadername2=Content-Disposition&amp;blobheadervalue1=application%2Fpdf&amp;blobkey=id&amp;blobheadername1=content-type&amp;blobwhere=1245331072494&amp;blobheadervalue3=abinary%3B+charset%3DUTF-8&amp;blobnocache=true" target="_blank">in three of 20 tracked markets</a> between December 2011 and January 2012. 17 tracked markets showed home prices still in decline.</p>
<p>It&#8217;s easy to point to the Case-Shiller Index as evidence that the housing market in Washington State has yet to bottom, but we have to consider the Case-Shiller Index&#8217;s shortcomings &#8212; specifically in a recovering economy.</p>
<p>For example, the Case-Shiller Index is based on changes in home prices of a single home, through successive sales. This means that to calculate its home price index, the Case-Shiller searches for sales of the same home over a period of time and calculates the difference in contract price.</p>
<p>This methodology can distort the home price tracker downward during times of weak economy because there is no distinction made for homes sold in foreclosure or as a short sale.</p>
<p><a title="Existing Home Sales January 2012" href="http://www.realtor.org/press_room/news_releases/2012/02/ehs_jan" target="_blank">35% of all homes sold</a> in January were &#8220;distressed&#8221;, says the National Association of REALTORS®.</p>
<p>Another distortion in the Case-Shiller Index is that the model neglects all home types that are not of type &#8220;single-family residence&#8221;. This means that multi-unit homes and condominiums are excluded from the Case-Shiller Index model.</p>
<p>In some markets, such as Chicago and New York City, condominiums account for a large percentage of overall sales.</p>
<p>Lastly, the Case-Shiller Index is published with a &#8220;lag&#8221;, which renders it useless to buyers and sellers of Tumwater in search of real-time, relevant data. The most recent Case-Shiller Index is published with a 60-day delay, and accounts for home purchase contracts written between October and December 2011.</p>
<p>Since October, the U.S. economy has added more than 1 million jobs and the economy has moved into &#8220;moderate expansion&#8221;, according to the Federal Reserve. Data that&#8217;s two seasons old does little to help us today.</p>
<p>Making sound real estate decisions is about having timely, relevant data at-hand when it&#8217;s needed. The Case-Shiller Index fails in that respect. It&#8217;s good for highlighting the U.S. housing market on the whole, as it existed in the past. For real-time market data, though, you&#8217;ll want to talk with an active real estate agent.</p>

<p>According to data from <a title="RealtyTrac tracks foreclosures" href="http://realtytrac.com" target="_blank">RealtyTrac</a>, a national foreclosure-tracking firm, the number of foreclosure filings dipped below 215,000 in September 2011, a 6 percent decrease from August.</p>
<p>A &#8220;foreclosure filing&#8221; is defined as any foreclosure-related action including Notice of Default, Scheduled Auction, or Bank Repossession.</p>
<p>September marks the 12th straight month in which foreclosure filings fell year-over-year.</p>
<p>There are several reasons why foreclosure filings are down, including an increase in the amount of time it takes banks to move a foreclosure through its pipeline. It now takes a nationwide average of 336 days from the date of initial default notice to bank repossession.</p>
<p>Some states work quicker than others, however, because of a combination of state law and personnel.</p>
<p>Homes in New York take an average of 986 days to foreclose, for example, the longest in the country. Homes in Texas foreclose the quickest, registering just 86 days.</p>
<p>As in prior months, bank repossessions remain concentrated by state. Just 6 states accounted for half of the country&#8217;s REO last month:</p>
<ul>
<li>California : 16.6 percent</li>
<li>Georgia : 8.5 percent</li>
<li>Florida : 8.3 percent</li>
<li>Texas : 6.2 percent</li>
<li>Michigan : 6.1 percent</li>
<li>Illinois : 5.2 percent</li>
</ul>
<p>Collectively, these 6 states represent just <a title="US Population By State" href="http://en.wikipedia.org/wiki/List_of_U.S._states_and_territories_by_population" target="_blank">36 percent of the nation&#8217;s population</a>.</p>
<p>By contrast, the bottom 6 states were home to just 192 repossessions last month &#8212; 0.3% of the national total. Those 6 states were Alaska, Wyoming, District of Columbia, North Dakota, South Dakota, and Vermont.</p>
<p>For home buyers in Olympia , shopping for foreclosed properties can be an excellent way to get &#8220;a deal&#8221;. Foreclosed homes typically sell at discounts as compared to &#8220;non-foreclosed&#8221; homes, but are often sold &#8220;as-is&#8221;. This means that homes listed for sale may be defective or out-of-code.</p>
<p>Before placing a bid on a foreclosed home, make sure that you&#8217;re represented by an experienced real estate professional.</p>

<p>The government is confirming what the private sector has already shown &#8212;  home values are on the rise.</p>
<p>The Federal Home Finance Agency&#8217;s Home Price Index shows home values <a title="Home values rose 0.8 percent in July" href="http://www.fhfa.gov/webfiles/22633/JulyMonthly92211HPIF.pdf" target="_blank">rose 0.8% in July</a>.</p>
<p>July marks the fourth straight month that home values climbed and the FHFA&#8217;s Home Price Index is the latest in a series of &#8220;rising home values&#8221; reports &#8212; an encouraging trend for buyers and sellers in Olympia and nationwide.</p>
<p>Last week, the S&amp;P Case-Shiller Index showed home value <a title="Case-Shiller July 2011" href="http://www.standardandpoors.com/indices/articles/en/us/?articleType=PDF&amp;assetID=1245321043147" target="_blank">up nearly 1 percent</a> in July. CoreLogic <a title="CoreLogic shows home values rising" href="http://www.corelogic.com/about-us/news/corelogic-july-home-price-index-shows-fourth-consecutive-month-over-month-increase.aspx" target="_blank">reached a similar conclusion</a>.</p>
<p>Nationwide, values are back to their highest levels since November 2010. Clearly, the housing market in Washington State is moving in the right direction. Or is it?</p>
<p>Although the data from the government and from private firms such as CoreLogic is encouraging, it&#8217;s also flawed. As such, we have to be careful about the conclusions we draw from the data.</p>
<p>The flaws of Home Price Index are glaring :</p>
<ol>
<li>Only homes backed by Fannie Mae or Freddie Mac are included in the index. In today&#8217;s market, because of the FHA&#8217;s popularity, that leaves 1 of 3 homes &#8220;uncounted&#8221;.</li>
<li>Only home resales are counted. New home sales are omitted entirely.</li>
<li>The data comes with a 60-day delay. The October market is different from July&#8217;s.</li>
</ol>
<p>Despite these shortcomings, however, the Home Price Index remains relevant. It&#8217;s among the most through home valuation models and it&#8217;s often used by economists and policy-makers.</p>
<p>When the Home Price Index is rising, Wall Street and Capitol Hill take notice. For residents of &#8220;Main Street&#8221;, however, the data may not be as important. To get local, up-to-date market statistics in Pierce County, for example , talk with a professional real estate agent.</p>
<p>Since peaking in April 2007, the FHFA&#8217;s Home Price Index is off 17.6 percent.</p>

<p>Sales of newly-built homes slipped in July, falling 1 percent as compared to June. Home buyers closed on a seasonally-adjusted, annualized 298,000 units, <a title="New Home Sales report" href="http://www.census.gov/const/newressales.pdf" target="_blank">the lowest reading since February</a>.</p>
<p>The supply of new homes, however, remained flat.</p>
<p>July&#8217;s 6.6 months of supply equaled June&#8217;s tally and remains near the multi-year low of 6.5 months set in May of this year. The figures suggest a new home market that&#8217;s finding its balance.</p>
<p>Builders are building to meet demand, and not much more.</p>
<p>The New Home Sales report may have read differently if not for the Northeast Region which doubled its sales units in July. The gains buoyed the broader data, re-affirming the importance of looking past national data and focusing on what&#8217;s local; the national market is not reflective of any given town</p>
<p>Broken down by region, July New Home Sales fared as follows:</p>
<ul>
<li>Northeast Region : +100.0% from June 2011</li>
<li>Midwest Region : +2.4% from June 2011</li>
<li>South Region : -7.4% from June 2011</li>
<li>West Region : -5.9% from June 2011</li>
</ul>
<p>However, as with most months, it&#8217;s important that we recognize the New Home Sales data&#8217;s margin of error.</p>
<p>Although New Home Sales showed a 1 percent drop in July, the reported <a title="New Home Sales report" href="http://www.census.gov/const/newressales.pdf" target="_blank">margin of error was ±12.9%</a>. This means that the <em>actual</em> reading could have been as high as +11.9 percent, or as low as -13.9 percent. Because the range includes both positive and negative values, the Census Bureau assigned its July data &#8220;zero confidence&#8221;.</p>
<p>New Home Sales appear to be stable, despite falling sales figures. Supplies remain flat and builder confidence does, too. The good news for buyers in Olympia , then, is that lower mortgage rates are making homes more affordable.</p>
<p>Mortgage rates are currently at 50-year lows.</p>

<p>As compared to July, Existing Home Sales <a title="Existing Home Sales August 2010" href="http://www.realtor.org/press_room/news_releases/2010/09/ehs_move" target="_blank">rose 8 percent in August</a>, buoyed by falling interest rates and slow-to-rise home prices. There&#8217;s lot of &#8220;good deals&#8221; out there and home buyers in Tumwater are taking advantage.</p>
<p>The housing gains are relative, however. August&#8217;s total units sold barely crossed 4 million and still trails the average figures of the last few years by close to 1 million units.</p>
<p>Despite that, the August Existing Home Sales report can be <a title="CNN story on Existing Home Sales" href="http://money.cnn.com/2010/09/23/news/economy/existing_home_sales/?section=money_latest" target="_blank">considered a strong one</a>. This is for several reasons:</p>
<ol>
<li>Sales volume increased in August without tax credit or government intervention</li>
<li>Sales growth is not limited by geography. All 4 regions &#8212; Northeast, Southeast, Midwest, and West &#8212; showed improvement last month.</li>
<li>Repeat buyers are driving the market, representing 48 percent of sales, up from forty-three percent in July.</li>
</ol>
<p>And, perhaps most important to the housing market market, the number of available home resales dropped by almost one full month last month.  At the current sales pace, the national inventory would be depleted in 11.6 months.</p>
<p>For home buyers, the data presents an interesting opportunity. With average mortgage rates rising from <a title="Freddie Mac September 23 2010" href="http://www.freddiemac.com/pmms/release.html?week=38&amp;year=2010" target="_blank">their best levels ever</a> and home affordability cresting in places like Thurston County , this autumn may represent the turn-around point for the housing market nationwide.</p>
<p>If you&#8217;re planning to move in early-2011, consider moving up your time frame.</p>

<p><img style="float: right; margin-left: 5px; margin-right: 5px;" title="Housing starts September 2008 - August 2010" src="http://bringtheblog.com/i/housing-starts-201008.png" alt="Housing starts September 2008 - August 2010" width="216" height="302" />The number of single-family Housing Starts rebounded in August, <a title="Housing Starts report" href="http://www.census.gov/pub/const/newresconst.pdf" target="_blank">climbing 4 percent</a> from July&#8217;s 14-month low.</p>
<p>A &#8220;Housing Start&#8221; is defined as a home on which construction has started and the August increase represents 18,000 single-family units nationwide.</p>
<p>If you only read the headlines, however, you would think the data was stronger. This is because the Housing Starts data is actually a composite of 3 types of homes &#8212; single-family, multi-family, and apartments &#8212; but  the press tends to lump them all three together.</p>
<p>As a sampling, here are a some headlines on the story:</p>
<ul>
<li>US Stock Futures Rise After Housing Starts Surge (<a title="Housing Starts in WSJ" href="http://online.wsj.com/article/BT-CO-20100921-705977.html" target="_blank">WSJ</a>)</li>
<li>Housing Starts At 4-Month High, Hint At Stability (<a title="Housing Starts in Fox" href="http://www.foxbusiness.com/markets/2010/09/21/housing-starts-mo-high-hint-stability/" target="_blank">Fox</a>)</li>
<li>Housing Starts Jump 10.5% In August (<a title="Housing Starts in Marketwatch" href="http://www.marketwatch.com/story/housing-starts-jump-105-in-august-2010-09-21-12050" target="_blank">Marketwatch</a>)</li>
</ul>
<p>Now, it&#8217;s not that the news is <em>wrong</em>, per se, it&#8217;s just not necessarily relevant.  Few home buyers  in Olympia are buying multi-family homes or entire apartment complexes. Most buy single-family and, for the first time since April, single-family starts are on the rise &#8212; just not by as much as you&#8217;d believe from the papers.</p>
<p>Even still, we can&#8217;t be <em>entirely</em> sure that the August Housing Starts data is accurate anyway.</p>
<p>A footnote in the Department of Commerce report shows that, although single-family starts are said to have increased 4 percent, the data&#8217;s <a title="Margin of Error on Wikipedia" href="http://en.wikipedia.org/wiki/Margin_of_error" target="_blank">margin of error</a> exceeds its actual measurement, meaning the data has &#8220;zero confidence&#8221;.</p>
<p>In other words, starts may have <em>dropped </em>in August, but it&#8217;s something we won&#8217;t know for sure until revisions are made later this year.</p>

<p><img style="float: right; margin-left: 5px; margin-right: 5px;" title="NAHB Housing Market Index August 2008-2010" src="http://bringtheblog.com/i/nahb-hmi-index-201008.png" alt="NAHB Housing Market Index August 2008-2010" width="216" height="302" />Home builder confidence in the newly-built, single-family housing market is down <a title="NAHB builder confidence for August 2010" href="http://www.nahb.org/news_details.aspx?newsID=11186">for the third straight month</a> this month.</p>
<p>After reaching a 3-year high just 90 days ago, the National Association of Homebuilders&#8217; Housing Market Index is now at a multi-year low. It&#8217;s since dropped by almost half.</p>
<p>As an economic indicator, the HMI&#8217;s goal is to &#8220;take the pulse of the single-family housing market&#8221;. It surveys home builders across the country and asks them to report on 3 facets of their business:</p>
<ol>
<li>How are market conditions today?</li>
<li>How do market conditions look 6 months from now?</li>
<li>How is the prospective traffic of new buyers for new homes?</li>
</ol>
<p>Responses are then collated, weighted, and presented as the Housing Market Index.</p>
<p>The August HMI reading of 13 is the lowest since March 2009.</p>
<p>Not surprisingly, the main reasons why HMI is down echo the main reasons why consumer confidence is down. Jobs growth continues to be weak; credit guidelines remain restrictive; and, home values are recovering slowly, pressured by distressed properties.</p>
<p>Builders report watching <a title="HMI by survey, August 2010" href="http://www.nahb.org/fileUpload_details.aspx?contentID=134882" target="_blank">foot traffic stagnate</a> and most likely won&#8217;t want to be stuck with excess inventory into the fall and winter months.  For home buyers in Tumwater , drops in builder confidence like this can be an excellent negotiation tool.</p>
<p>Builders may be more likely to offer incentives and/or price reductions into an uncertain economy, as compared to a strong one. Furthermore, weakness in home building indirectly drags mortgage rates lower. </p>
<p>This one-two combination can make for cheaper homes with cheaper monthly payments.</p>

<p>313,841 foreclosure filings were made in June, according to <a title="RealtyTrac tracks foreclosures" href="http://realtytrac.com" target="_blank">foreclosure-tracking firm RealtyTrac</a>. The figure represents a 3 percent drop from May and 7 percent drop from June of last year. However, foreclosure filings remain relatively high nationwide.</p>
<p>June marks the 16th straight month the filings topped 300,000. 1 in every 411 U.S. homes received some form of notice last month with foreclosure density varying wildly from state-to-state.</p>
<p>Like everything else in real estate, it seems, foreclosures are a local phenomenon.</p>
<p>The states with the highest foreclosures per capita were:</p>
<ul>
<li>Nevada : 1 foreclosure filing per 88 homes</li>
<li>Florida : 1 foreclosure filing per 171 homes</li>
<li>Arizona : 1 foreclosure filing per 189 homes</li>
</ul>
<p>The states with the lowest foreclosures per capita were:</p>
<ul>
<li>Vermont : 1 foreclosure filing per 26,051 homes</li>
<li>West Virgina : 1 foreclosure filing per 8,058 homes</li>
<li>South Dakota : 1 foreclosure filing per 6,528 homes</li>
</ul>
<p>Overall, 40 states beat the national Foreclosure Per Capita average and 10 states fell below. The sheer volume of REO, though, is creating interesting buying opportunities for first-timer buyers, move-up buyers, and real estate investors in Lacey.</p>
<p>Homes bought from banks are usually less expensive than non-foreclosure homes. This is one of the major reasons why distressed sales account for roughly <a title="Existing Home Sales report May 2010" href="http://www.realtor.org/press_room/news_releases/2010/06/may_strong_pace" target="_blank">30 percent of all home resales</a>. Less expensive, though, doesn&#8217;t always mean &#8220;cheaper&#8221;. Foreclosed homes are often sold as-is and may be defective or otherwise uninhabitable.</p>
<p>Making repairs to get these homes into &#8220;living condition&#8221; can be costly.</p>
<p>Therefore, if you&#8217;re buying a foreclosed home, make sure you know what you&#8217;re buying before you make your bid. Have a certified professional inspect the home to check for damage, and consider enlisting the help of a real estate agent to assist with negotiations and management of the contract.</p>
<p>The process of buying a foreclosed home is different from buying a typical resale. Make sure you do your homework.</p>
